In my long career as a public servant most lawyers I dealt with were very good, but they were shackled by statute and regulation.
In every cabinet level US Department the Secretary has great discretion. I can think of one or two examples where the benefits of waiving regulatory requirements would have saved millions in tax payer resources.
The reasons these regulations weren't waived was lack of knowledge.
The reasons the covid vaccine was 'authorized' was because of total corruption.
